Hurricane is one of the strongest Flying-type move available as it has a base power of 110. In addition to the power, this move also has a 30% chance to inflict confusion to target.
This move has a lot of neat interaction. One of them is the fact that Hurricane bypasses the accuracy checks under Rain. Another one is, this move hits Pokemon that are in their semi-invulnerable stage due to Bounce or Fly. These two make Hurricane a staple in Rain teams.
Hurricane can be found in the Stepping-Stone Sea area of the Isle of Armor DLC.

Hurricane is available to purchase from the Watt Traders in the Wild Area for 8000 Watts.

It's also possible to get Hurricane from Flying-type Max Raid dens as a reward for defeating or catching the resident Dynamax or Gigantamax Pokemon.
