Regidrago can be found in the Split-Decision Ruins, in the Three-Point Pass area of the map. In order to catch it, you'll need to have already caught Regirock, Regice and Registeel.
Just remember that you must decide between Regieleki and Regidrago, and cannot catch them both, so make your decision wisely.
How to Get to Split-Decision Ruins | |

① | Go through Giant's Bed to Giant's Foot |
② | Go through the tunnel in the river to reach Roaring-Sea Caves, then pass through to emerge at Frigid Sea. |
③ | Go ahead into the water and to the right, do a U-turn around the ice in the water and back onto the coast to find the Three-Point Pass. |
④ | The Split-Decision Ruins will be at the end of the path. |

You'll need to light up the circles on the floor to match the pattern of the Regi Pokemon you want. The patterns can be seen in various places, such as on the front wall of the Split-Decision Ruins, and on the Legendary Clue 2 given to you by Peony.
Once you've lit up the circles in the pattern of your choice, the statue will light up. If you change your mind, you can still alter the pattern now, but once you interact with the statue, you won't be able to go back on your choice!

Regieleki's Ability, Transistor, has the effect of powering up Electric-type moves it uses. With an additional bonus on top of STAB, Regieleki can pack a thundercharged punch.
Regieleki's signature move Thunder Cage has the power to not just deal massive damage, but also trap opponents in a cage, dealing continual damage to them over the span of four or five turns. In this way, it acts as an upgraded version of Wrap.
Like the original three Regis, Regirock, Regice, and Registeel, as well as the other new Regi Pokemon, Regidrago, Regieleki is obtainable in The Crown Tundra DLC.
