In the Crown Tundra

To find Cobalion you first need to find all of its footprints across the Crown Tundra and report back to Sonia.
Location of All Footprints (Evidence)

Once you've reported to Sonia, head to the Frigid Sea, on the island to the east of the Roaring-Seas Cave exit where Cobalion is waiting.
