galarian zigzagoon is not able to learn simple beam aside from hacking it in.

Can someone here clarify? Galarian Zigzaggon is not able to learn simple beam, yet the other zigzaggon can do it, I tried on Sword & Shield and it's impossible to teach the move to Galarian zigzaggon but the other can be taught with no problem.
