Good for Elemental Reaction Damage
The Mailed Flower at max refinement can be a good weapon for Main DPS and Sub-DPS characters who will be triggering Elemental Reactons. This is due to its high Base ATK, Elemental Mastery Substats, and personal buffs for ATK% and EM.
Is Mailed Flower Good for Dehya?
The Mailed Flower is good for Dehya if she will be the one to trigger Elemental Reactions. This will highly depend on your team comp and how consistent you can apply non-Pyro Aura's on enemies.
For all other cases, you are better off with either the Favonius Greatsword for more Energy and Supportive capabilities or The Bell for more HP.
Is Mailed Flower a Good Weapon?
At max refinement, the Mailed Flower outperforms similar weapons like the Rainslasher or the Makhaira Aquamarine in terms of damage if they're at R1. However, it loses to those weapons once they're near or equal refinement levels with the Mailed Flower.
But keep in mind that the Mailed Flower's effects is easier to trigger on characters and team comps when compared to the Rainslasher and Makhaira, making it remain viable thanks to how flexible it can be.

i just started playing the game in 3.4 im so sad i missed this weapon. i think i wasnt allowed to participate in events bc my world level or something? ugh, a shame.
