Taking his HP sacrificing mechanic into account, Marechaussee Hunter is the best build for Wriothesley as it allows him to build more CRIT DMG to maximize his Normal and Charged Attack damage.
Apart from that, pairing him up with a second Cryo character for Cryo Resonance will give him even more CRIT Rate. This will give you more leeway for focusing on other stats, mainly CRIT DMG.

Freeze teams excel with Wriothesley especially if he has Furina, as her buffs complement Wriothesley's HP increase and decrease mechanic.
You will also need a strong healer to counteract Furina's HP drain, but you may opt in using characters like Yelan or Xingqiu should you wish to run other supports.

Another viable option for maximizing Wriothesley's DMG output is through the Melt reaction, whether it be direct Melt or reverse Melt. Kazuha can Swirl elements around for easier reactions.
Xiangling is undoubtedly one of the best Pyro applicators in the game, and Bennett can provide a myriad of supports for Wriothesley, from DMG boosts to helping with the fluctuation of his HP. Thoma is also reliable for Pyro and shield support.

An alternative team for Melt is the Burning combination of Dendro and Pyro to create a strong Pyro Aura that Wriothesley can Melt. As long as you can sustain both elements to the enemy, it's easy for Wriothesley to trigger that reaction and deal massive damage!

Pairing Cryo with a Bloom or Hyperbloom team can add reactions into the mix, ranging from Frozen to Superconduct along with the Dendro-related reactions.
Yelan and Xingqiu will apply Hydro to enemies with every hit Wriothesley's Normal Attack does, and Nahida and Collei will apply Dendro regularly. You will need an Electro who can trigger the cores off-field as well, like Shinobu or Raiden!

Wriothesley performs 5 consecutive Cryo attacks in very quick succession.
With even his other Talents providing support to it, Wriothesley's Normal Attack is the most powerful Talent in his arsenal, to the point that even sprinting nor using his Elemental Skill will not reset the combo count.
A massive uppercut that sends opponents flying. In coordination with the Passive Talent There Shall Be a Plea for Justice, doing a Charged Attack once Wriothesley reaches below 60% will enhance that attack and heal him for a fixed amount of HP.
It's also worth noting that doing a Charged Attack on a Frozen enemy will shatter them!

It will not consume Stamina, will deal 50% increased DMG, and after hitting will restore HP for Wriothesley equal to 30% of his Max HP. You can gain a Gracious Rebuke this way once every 5s. |
When Wriothesley's HP falls to 60% or below, his next Charged ATK will have increased DMG and will heal him for 30% of his Max HP.

His damage at C0 with 3NAC combo is pretty similar to his damage at C1 with 5NAC combo. The only difference is that his stamina at C1 is a lot more manageable than at C0. If you want more damage then definitely pull for his weapon instead of C1. But if you want more comfiness and smooth gameplay then go for his C1.
