Shadows of the Mountains is located at Tequemecan Valley, in the nation of Natlan. After unlocking the Teleport Waypoint in Sulfurous Veins, head to the eastern Teleport Waypoint under the cliff. Titu will be near it, so talk to him to start the World Quest.
