The Aqua Simulacra is great for DPS characters because of the bonus to Crit DMG and overall damage dealt. Not a lot of characters will benefit from the HP boost but that's not really an issue.

It's also a great bow for Sub-DPS characters who can deal damage off-field because the bonus remains even if you swap the user out!

Is the Aqua Simulacra good for Ganyu?

The Aqua Simulacra is great for Ganyu! It's even replaced the Amos' Bow as her best weapon. This is because the additional Crit Damage and extra 20% damage boost will greatly benefit Ganyu. The HP increase won't be of much use to her though.
