If you aren't on the Golden Apple Archipelago, you will receive a pop-up message telling you to head there to proceed with the quest.

Genshin - Summer Gift Objective 2
Once you're there, head to the Teleport Waypoint on Pudding Isle.

Genshin - Summer Gift Objective 3
Just a few steps forward from the Teleport Waypoint, you'll find a rock with the Wind-Blessed Harpastum and a letter next to it.

Genshin - Summer Gift Objective 4
After reading Barbara's letter, the quest should be complete and you'll be able to receive the Wind-Blessed Harpastum.
