Since only Ineffa can generate the Lunar-Charge reaction, she is the only character that can fully utilize Fractured Halo at the current state of the game.
Other characters that can produce a shield, like Zhongli and Thoma, can also use the Fractured Halo but Ineffa must also be part of the party to produce the Lunar Charge reaction.
