As a Main DPS Flins is the premier on-field DPS for the Lunar-Charged reaction, with well-defined static rotations albeit Energy-reliant for his Special Elemental Burst. While his teams are restricted to the reaction, this doesn't mean that he isn't free-to-play friendly. In order for his kit to function, he requires a Nod-Krai character and a Hydro applicator, of which Aino, who is free, can perfectly fit both roles. For his best teams, there's not much flexibility in the choices as there are only a handful of Nod-Krai characters in Luna I that can synergize with him. Currently, Ineffa is his only requirement to be able to compete against our current top tier DPS, and can only get higher as we get better or more dedicated supports. We can expect a bump to his position in the meta once we get to that point. Regarding Flins' synergy with Ineffa, while he doesn't exactly require her presence to cause Lunar-Charged, Flins' teams specifically wants a Sustain, an Energy support, a Buffer support, and a Hydro applicator in his team, and Ineffa already fulfills the first two of these checkboxes. If you do not have or won't be planning to get Ineffa in the near future, we recommend getting Flins' C1 as it mostly makes up the damage an Ineffa would bring. |

This is further supported by most of his damage being frontloaded and even then only being boosted when he is in his optimal team comp. • A good portion of Flins' damage comes from his Special Elemental Burst, which requires adequate Energy Recharge to consistently have it available, making him somewhat Energy reliant if you want to maximize damage. |
As a Lunar-Charged and Electro DPS, Flins' passives benefit having him be built as a CRIT DPS focusing on meeting his 2000 ATK and 130~140% Energy Recharge goal points, CRIT Rate or DMG, then any remaining on Elemental Mastery.
He also benefits from Polearm weapons that either improve Elemental Burst or Lunar-Charged damage.

As the premier Lunar-Charge DPS option, supply him with ample stats and weapons that synergize with his Elemental Burst-oriented playstyle. He also prefers an ATK Goblet over the typical Electro DMG due to most of his damage coming from Lunar-Charge.
Put your focus on his ATK and ER stats, then CRIT, then any outlying substats into Elemental Mastery in order to maximize his On-Field damage. Take note that Night of the Sky's Unveiling lowers his CRIT Rate requirements by up to 30%.

Flins wants to get his ATK to a serviceable amount like 2,000 in order to cap out his Elemental Mastery Ascension Passive at max, giving him 160 bonus EM. However, since you are using double ATK artifacts, realistically you will want around 2,500 or more.
You will also need to prioritize meeting his Energy Requirements up until 140% to reliably use his Special Elemental Burst in his rotations. Note that this is on Double Electro comp with Ineffa, and it's not recommended for Flins to be the sole Electro at C0 as he's reliant on using his Special Burst.
The rest of his stats should go into CRIT at a balanced ratio, with some excess going into Elemental Mastery to increase his reaction damage further.

Flins' kit revolves around his Elemental Burst, its mini-Burst variant, and the Lunar-Charged DMG it provides, and should be prioritized first, with his Elemental Skill following suit after.
Normal Attacks are the least of his priorities, but can still be beneficial if you plan to use Flins in an extended combo with his Normal Attacks.
Night of the Sky's Unveiling is undoubtedly Flins' best artifact set due to his role as a Lunar-Charged DPS that hails from Nod-Krai, making full use of the artifact set's CRIT Rate bonus.
Alternatives to this can be Thundering Fury for its Quality-of-Life cooldown reductions, or Marechaussee Hunter if he is paired with Furina.

Bloodsoaked Ruins is Flins' best weapon due to how it fully synergizes with his Lunar-Charged based kit. Alternatively, Flins can also make use of the new Prospector's Shovel Nod-Krai craftable.
Otherwise, general Elemental DMG weapons like Staff of the Scarlet Sands work for its stat conversion effect and Elemental Skill buffs, or a general DPS weapon like the Primordial Jade Winged-Spear.

Flins is made for Hydro and Electro teams for Lunar-Charged as his kit heavily relies on you triggering the reaction. While he can create Lunar-Charged by himself, you will also need synergistic Nod-Krai characters that can activate the rest of his kit through Ineffa and/or Aino.
While this has the benefit of being his niche and giving him a dedicated composition, it also makes his teammate choices limited.

Flins was made to spearhead Lunar-Charge teams as its Main DPS, being able to proc Lunar-Charge at frequent intervals and simultaneously having that power him up.
When paired with other Nod-Krai characters like Ineffa and Aino, the potency and effectiveness of this team only grows as Flins gains more access to Lunar-Charge buffs.
Flins' entire kit revolves around Lunar-Charged and we don't recommend using him on other reactions like Overload as it disables half of his kit and majority of his damage profile.
If you must use him in the likes of Hyperbloom, make sure to at least have enough Hydro application if you're running a strong Dendro like Nahida.

While Flins' constellations give him an increase in overall damage, most of his constellations are more extras rather than must-haves, as he can already function quite well even without Constellations.
If you want to push for any Constellations, try for his C1 as that will increase the uptime of his special Elemental Skill, as well as provide him a way to earn back energy as you will usually not build as much Energy Recharge on him.

If we look on the team dps then is the rank list: 1.) Mavuika 2.) Skirk 3.) Nefer 4.) Varesa 5.) Flins 6.) Neuvi 7.) Arle and anymore. With Columbina the Nod Krai DPS will be stronger and then is Skirk on rank 3 or 4. Flins & Nefer on SS is correct. Yes Arle & Neuvi more flex about team building and don't need really each time premium team, but for a tier list about Main DPS is also the damage important. This ranking is correct.
