I'm pretty sure the Hallowed Exegesis effect is single use. On the artifact that uses your 6th/12th Dust of Enlightenment, that artifact gets 3 reroll selections. Other artifacts rerolled still only get 2, even after. Same thing for the Decreed Reshape. Once you fill that bar, I'm guessing it either resets or you never get the luxury of more rerolls into good stats again. Either way, it's not a p upgrade, it's a one time upgrade and it's forced. Personally I think that's dogsh*t game design.

My biggest problem with these new artifact building materials is that the way you get them is by being a whale and or having practically perfect artifacts. This is a little about the Imaginarium Theatre, but mostly Stygian Onslaught. I have no problem with the weapon skins being basically paywalled, but the dust of enlightenment shouldn't be.
Note that you are not guaranteed to receive improvements for your selected substats! For example, you select attack and critical rate. You could end up with only attack receiving improvements. IMO this is not a good move on Genshin's part. Dust of Enlightenment is so rare that each substat should always receive at least one improvement. You should also get to keep them if you reject the "improvements".
In short use 1 dusk to get 2 guaranteed substats then use 6 to get 3 guaranteed then use 12 to get 4 guaranteed substats (And its double for sands, goblet and circlet).
