How to Get Dust of Enlightenment
Reward from Stygian Onslaught Challenges
Dust of Enlightenment is a reward from completing Menacing and Fearless difficulties, and reaching 1200 Dire Prestige points from claiming Artifacts in the Stygian Onslaught permanent event, for a total of three Dusts per new Version.
This event begins after 8 days into a new a Version update, or the 2nd week on a Wednesday starting from Version 5.7.
Paid Reward from the Battle Pass
You can also obtain two Dust of Enlightenments from the Battle Pass, each from the paid Gnostic Hymn and Chorus rewards.

Starting from Version 6.0 Luna I, players can receive one Dust of Enlightenment by completing weekly event goals.

Obtain from Hidden Troves with Evermoon Seal
On each major islands in Nod-Krai, you can find locked entrances where you need their respective Evermoon Seal to open.
Hidden Troves can be opened after obtaining three of the same seal. These treasure troves contain 1 Dust of Enlightenment.
How to Use Dust of Enlightenment
Used to Reroll Level 20 Artifacts
The Dust of Enlightenment allows you to reroll the sub-stat enhancements of a fully-leveled artifact. If you have a good artifact piece but it rolled to the wrong substats, this item can help you fish for the correct substat!
You can reshape your artifact on the bottom right button inside the Artifact menu interface.
Specify Substats to Prioritize
This item also allows you to select two substats you wish to be prioritized. When using 1 Dust of Enlightenment, the item guarantees that you will get at least two rolls on either of your specified substats.
If the resulting reshaped artifact is still not up to your liking, you may choose to keep the original. However, the Dust of Enlightenment will not return to your inventory even if you decide to keep the original enhancements to the substats of the artifact piece!

Depending on the Artifact Piece, you must use 1 or 2 Dust of Enlightenments. Flowers and Plumes consume only 1 Dust of Enlightenment while Sands, Circlets, and Goblets need 2 Dust of Enlightenments.
Take a look at the bottom of the screen to see how many Dust of Enlightenments will you consume to reshape an Artifact.
What is Hallowed Exegesis
Improves Chance of Enhancing Selected Substats

Once you use a Dust of Enlightenment to reroll an Artifact Piece, you will get 1 progress point in Hallowed Exegesis. When you obtain 6 progress points, you will unlock the Advanced Reshape and your chosen substats will get at least 3 enhancements.
After triggering Advanced Reshape twice, Decreed Reshape will take effect and the selected substats will get at least 4 enhancements. In short, if you use 12 Dust of Enlightenments, it is guaranteed that only the selected substats will get enhanced in your next Artifact reroll.

I'm pretty sure the Hallowed Exegesis effect is single use. On the artifact that uses your 6th/12th Dust of Enlightenment, that artifact gets 3 reroll selections. Other artifacts rerolled still only get 2, even after. Same thing for the Decreed Reshape. Once you fill that bar, I'm guessing it either resets or you never get the luxury of more rerolls into good stats again. Either way, it's not a p upgrade, it's a one time upgrade and it's forced. Personally I think that's dogsh*t game design.
