You can collect Spectral Heart from defeating Specter enemies found in Watatsumi Island and Seirai Island in Inazuma. It can be also crafted using 3 Spectral Hearts.

Watatsumi Island has multiple Teleport Waypoints where you can easily access Specter locations!

Spectral Nucleus can also be farmed in Seirai Island! You can use the Waverider to traverse areas around the map, if you haven't unlocked the Waypoints!

Do note that you may need to complete the Seirai Stormchasers quest chain to unlock the southern portions of the Island!
