The recipe for this dish is obtained in the quest where you first encountered the the Cloud Retainer in Chapter 1 Act 1. To make a delicious version of this dish you will need to get a perfect while cooking the dish.
How to Get Jewelry Soup Recipe and Effects
The only way to get to the Cloud Retainer's floating abode is to solve a puzzle. You will need to located 3 bird statues and rotate them in the directon of the abode.
The 3 statues are marked on the map above and are located on the highest points of the area around them. Interacting with the statues will turn them. Turn them in the direction of the abode and wait a second to see a short cutscene confirming they are in the proper position.
