Once you've obtained the Traveling Merchant's Package from Zhen Qiang, ride the elevator to reach the higher floors. The elevator is located at the end of the hallway, a couple of steps from the flight of stairs beside Yuhua.

Alternatively, you can simply check your map and go directly towards the direction of the Teleport Waypoint, as the elevator is situated underneath it.
