Reach AR30, complete Chapter 1: Act 2 Archon quest, and then speak to Nervous An near the docks of Liyue Harbor.

To make the Delicious Jade Parcels you are going to need Lotus Heads, Jueyun Chilis, Cabbages, and Ham. You can find these ingredients in the wild or buy them at stores. To make a Delicious version of the Jade Parcels, you are going to have to Perfect it while cooking.

I personally went for Barbara instead. DPS wise she ain't the best but her heals more than make up for it. Especially since they constantly apply Hydro to enemies around you, and you can spam Diluc's Skill for all your Vaporizing needs. So far, it's worked out just fine for me
