  • Give the appropriate documents to Jiayi
  • Please approach Clerk Zhao about official business during daytime work hours

  • Report back to Ivanovich

Talk to Ivanovich at his stall in Liyue Harbor to begin the quest.

Genshin - Necessary Procedures Bulletin Board
Turn around and climb the huge stairs behind you to the bulletin board. Look for news about new business permit applications then head back to Ivanovich.

Genshin - Necessary Procedures Nervous An
Look for Nervous An, he should be around the docks area and give him the Approved Exit Permit.

Genshin - Necessary Procedures Jiayi
Head back up the giant stairs to the area with the bulletin board, and look for Jiayi the Millelith and give him the Business Premises and Safety Certificates.

Genshin - Necessary Procedures Clerk Zhao
Clerk Zhao should just be nearby in the same area as well if it is daytime. Give her the Old Business Permit.

do NOT do this quest together with "calm before the storm" as both quest requires Ivanovich and will block both quests from progressing. this will also block you from accessing coop.
