Talk to Clerk Zhao

Clerk Zhao of the Ministry of Civil Affairs will tell you about his workload piling on top of each other, and thus you offered to help.

Give the Invoice to Nervous An

Nervous An is located on the northern docks of Liyue Harbor. Once you've given him the invoice, you need to give him the correct responses to keep his Friendship gauge on a max level.

3. Prioritize your work better next time.

Give the Invoice to Jiangzhou

Jiangzhou is just a couple of paces away from Nervous An's location, towards the direction of the Liyue Harbor entrance. Once you've given her the invoice, you need to give her the correct responses to keep her Friendship gauge on a max level.

1. It will never be perfect.
2. There is nothing wrong with your plan.
3. Get ideas from last year's plan...

Report Back to Clerk Zhao

Once done, report back to Clerk Zhao and tell her about what happened. She will respond that both Nervous An and Jiangzhou will submit their work on time.
