Use Frozen Reaction to Deal Damage
Mona, Ganyu, and Ayaka can work together to deal AoE damage and Freeze Noelle's Character cards at the same time!
Noelle's deck is geared towards shields and healing, and triggering Elemental Reactions can help counter her deck easier.

Take Noelle Out First
Noelle uses a hypercarry deck of her namesake, which means most of the damage output will come from her. Noelle's damage pool comes from her normal attacks, which are further buffed by Xingqiu's burst. This said, taking her out first will impair this deck's overall damage, thereby making it easier to defeat Noelle.
Force Noelle out of hiding by using Jean or Sucrose, or thru Overloaded reactions.
