You'll need the Vintage Lyre with the Rhythm of Revival which you can get from the Starry Night Chapter quest to repair broken dendro monuments.
You can only repair broken dendro monuments with the Vintage Lyre after you get the Rhythm of Revival. You'll then use the Rhythm of Revival next to the broken monuments to restore their original functions.
For this part of broken dendro monuments you'll mainly be using the Kusava gadget which you'll get as part of the Agnihotra Sutra Quest chain.

1 | North of the Gandharva Ville Statue of the Seven. Removes the ivy at the entrance of the cave. |
2 | Near the area where you used the Four-Leaf Sigil to chase the Seelie. Drains the water level by half. |
3 | Also near the area where you used the Four-Leaf Sigil to chase the Seelie. Drains the water level further. |
4 | Near the exit of the cave. Removes the ivy by the exit. |
5 | Use the Four-Leaf Sigil nearby, then glide down near the Zohrah Mushroom. This will lower the water level of the cave. |
6 | North of the 5th area indicated by the marker. Drains the water level further. |

1 | Return to the the Barsam Flower Cave area after clearing the Agnihotra Sutra Risen Moon Chapter. |
2 | Go deeper into the cave, where the Barsam Flower used to be. |
3 | Continue going up to where the Four-Leaf Sigil leads. |
4 | Climb to the top and you'll find 4 Dendro Monuments around the hidden warp point, 1 of which will be the broken one. |
