that's BS. especially if you have venti cons it applies to venti DPS anemo dmg. using ER (which yo udon't need because his burst is most of the time up and still has CD) or EM for venti is why he is now only A. It's such a waste on his dmg. You should put full atk piece (2 each set) and anemo dmg bonus/crit dmg on him. his burst makes way more dmg than with swirl and his skill has 60k each 5 seconds and generates enough particles- this bow won'T do it

It depends. Fading Twilight if you can't get 180%+ ER, if you do already have 180% or more, go for grand ode. The only time Wind's Grand Ode will not be viable is if you use him on a team only consisting of geo and anemo. (I.E. Xiaoven double core, Xiao + Venti + Zhongli + Albedo)
