This is similar to the poem Catullus 58b by Catullus, however there are multiple changes. It looks like latin. non custos si fingar ille caenrium non fulmineus ego lyrae Barbatos non si pegaseo ferar volatu non morphes niveae jitaeque bigae adds huc plumipedas volatilesque ventorumque simul require cursum quos iunctos amica mea mihi dicares defessus tamen omnibus peresus et multis languoribus peresus essemte mihi amita quaeritando caelum dilabitur falsitas collabitur

Also some of the characters in the letter and the belles were present on the towers from the Enkinomiya gateway of three offerings event. Also had purple mist-ish stuff there with the husk characters.
Whoever did the translation might try to translate writing on the bells in the ruins. I have found out they are the same symbols. Maybe it is connected somehow.
The translations by Alcyone and Blue are probably most accurate, especially going off of the poem. Btw, the original poem provides really interesting context: In Catullus 58b by Catallus (a Roman poet), the speaker basically says that no matter who they were nor what powers they had, they would grow weary from searching for their friend, yet despite this they would never give up the search.

So i did a traslation with is pretty similar to the one that Alcyone posted but slightly different. The differences come from the italian translation of the poem: i compared them to their english counterpart and noticed that the italians one were slighty more "specific" i think? Anyway Morphes is someone we already heard of, or it could be the translation of Morpheus ?

My line 10 is the same as pictured, and deciphers to "Essem te mihia mica quaeritando". The closest translation I could get was "I'll be looking for you, little one" or "I was searching for you, little one". Not sure about the "little one" bit, could refer to someone younger or inferior to the writer
Also noticed that! Trying to see if perhaps one of those purple writings matches the line I received? (Line 3) Perhaps it will react differently now that I have the line?
