The Through the Mists world quest can only be unlocked after reaching Inazuma and completing the Seirai Stormchasers Quest Series.
All Seirai Stormchasers Quests
The first ''Through the Mists'' quest is unlocked as soon as you complete Seirai Stormchasers and talk to Katheryne in Inazuma City!
After the first subquest, A Particularly Particular Author, every other subquest under the Through the Mists quest chain will require you to complete the previous quest and wait until Server Reset.

The Through the Mists quest chain is the only way to get rid of the fog shrouding Tsurumi Island. Removing the fog makes exploration easier, and also reveals several more puzzles and ghosts that lead to more quests!
