Pokemon TCG Pocket will not be available for PC devices as a direct download nor on shop services like Steam. Additionally, there is also no news on a Mac release either.
Available Platforms and Devices Guide
While there is no news on a PC release for TCG Pocket, Pokemon TCG Live is available on Mac and Windows. While chances are slim, there might be a chance for it to release on PC if there's enough demand for it.
Pokemon TCG Pocket's soft launch in New Zealand is now live and was released on September 26, but players from the west who want to check the game out can now play it!

Pokemon TCG Pocket will be available for everyone around the world on October 30, 2024.
The game currently does not have an exact time of when it will be available to play on the release date, but we are speculating that it will also release at 6 AM PT/9 AM ET on that date.
