Donphan ex is a very fast card to set up. It can already start attacking at one energy, and will become only more dangerous the longer you allow it to stay on the board.
Ideally, the best cards to counter Donphan ex would be Grass Cards that have low attack costs like Exeggutor ex who is a Stage 1 and only needs one energy to attack.

Donphan ex relies on other cards to boost its damage output, so it is best to prevent or remove them. Sabrina or Cyrus can bring Lucario to the Active Spot, making it easier to knock them out.
Cards like Gengar ex can be useful in preventing damage boosts from Supporters such as Red or Giovanni.

Gigantic Press deals more damage once Donphan ex has 3 or more Energy attached. You may use cards such as Team Rocket Grunt, Beedrill ex, or Guzzlord ex to remove its Energy and prevent it from dealing more damage.

It's best to start with either Pichu or Zeraora as your Active Pokemon, then have Chinchou evolve into Lanturn ex in the back. Pichu can easily accelerate Energy to your Benched Pokemon with its Crackly Toss Attack, which does not use any Energy.
Zeraora, on the other hand, can increase its own Energy with its Ability. You can then use the Elemental Switch to transfer one Energy to Lanturn ex once you switch it into the Active Spot.
Larnturn ex is your main attacker in this deck. It can inflict a status condition onto Donphan ex regardless of how the coin flip goes. Between Paralysis and Confusion, Paralysis seems like the better status to inflict. You can use Will to guarantee Paralysis.

Tsareena and Meowscarada both function as Energy-efficient single-point attackers. Tsareena can potentially use Three Kick Combo in earlier turns if evolved with the Rare Candy.
Meowscarada is a great counter to ex Pokemon. Since it can deal damage more consistently than Tsareena, it may be a reliable finisher as well.
