Starmie ex's ability to deal 90 damage for only two Energy allows it to threaten KOs on low HP non-ex Pokemon.

Attach Energy to Starmie ex's Partners

Because Starmie ex's Attack Cost is so cheap, you can commit your Energy attachments to its partners.

Pokemon like Articuno ex and Palkia ex have steeper Energy requirements for their Attacks, so having Starmie ex as an inexpensive teammate frees you up to attach Energy to those Pokemon.
