If you have the first turn, use Baby Pokemon like Pichu or Elekid to either attach Lightning Energy to one of your Benched Basic Pokemon, or directly attack one of the opponent's Benched Pokemon.
Set up Toxtricity ex in the bench. You can use Spiritomb as a wall and early game attacker while setting up. If Spiritomb gets KO'd, it will inflict 10 damage on all of your opponent's Pokemon. This gives you the opportunity to take advantage of Toxitricity ex's special attack effect and deal extra 30 damage to each of your opponent's Benched Pokemon with damage.

Place Mega Rising Eevee in the Active Spot. When this Eevee is in the Active Spot, you can evolve it on the first turn, giving you the chance to evolve Jolteon ex early into the game.
As long as Jolteon ex is in the Active Spot, every time your opponent attaches Energy from the Energy Zone onto their Pokemon, that Pokemon will receive 20 damage. Since Jolteon ex has a low 2 energy cost, you can also set it up as an early game attacker.
When Jolteon ex has low HP, you can switch it out with Toxtricity ex and use its special attack to damage to both Active and Benched Pokemon.

Since Toxtricity ex has a steep 3 Lightning Energy cost, it is best paired with energy accelerators like Pichu or Zeraora who can generate extra Energy. You can also use cards like Dawn or the Elemental Switch to transfer Lightning Energy from your Benched Pokemon to an Active Toxtricity ex.
Energy Acceleration and Transfer Cards List

Toxtricity ex can deal an extra 30 damage to your opponent's Benched Pokemon if they are damaged. Using cards that can target your opponent's Benched Pokemon can help activate the effects of this special move.

To catch up with the speed of Toxtricity ex decks, use Pokemon that have low energy costs but can deal high damage. The best counters would be Fighting-type Pokemon, since not only do these cards have low costs, but they also have the type advantage against Lightning-type Pokemon.

Toxtricity ex needs at least 3 energy to use its attack. You can take advantage of this by using cards that can discard Energy and disrupt its set-up.
