Ho-Oh ex can easily power up a benched Lugia ex with Phoenix Turbo. This can be achieved quickly with Zeraora's Thunderclap Flash Ability and Elemental Switch.
Because this deck's strategy hinges on this setup, it is important to find your Basic Pokemon as early as possible, preferably on the first turn.

A single use of Ho-Oh ex's Phoenix Turbo can set up Lugia ex with all the Energy it needs to use Elemental Blast once. Try to accumulate as much Energy as you can on Lugia ex before switching it in for a full sweep.
Lugia ex's Elemental Blast attack can OHKO most Pokemon—save Venusaur ex, which has 190 HP—that doesn't have an active HP boost. If you can quickly set up Lugia ex with enough Energy for three uses of Elemental Blast, you will have a high chance of winning after an uninterrupted chain of this attack.

Ho-Oh ex needs three Energy to use Phoenix Turbo. If you only rely on your Energy attachment per turn, your opponent might finish their setup before you do.
Try to draw Zeraora and use Elemental Switch as early as possible to quickly get the Energy Ho-Oh ex needs. The Energy Zeraora gets from its Thunderclap Flash Ability can be transferred to Ho-Oh ex with Elemental Switch, reducing the turns you need to use Phoenix Turbo.
Ho-Oh ex is almost required to effectively use Lugia ex as each use of Elemental Blast requires three different Energy types. Lugia ex will also discard the same types and number of Energy after using the attack.
Without Ho-Oh ex's help, you'd need to have Lightning, Fire, and Water Energy on your deck's Energy pool, making it very inconsistent and difficult to play.

Lugia ex's Elemental Blast does an enormous 180 damage, guaranteeing KOs on nearly every available Pokemon in the game. Your gameplan should revolve around using Elemental Blast and setting it up, and then using it again to KO and score you a victory.

Lugia ex's restrictive Attack Cost and reliance on setup makes it a difficult Pokemon to wield. Cards that discard Energy like Team Rocket Grunt and Guzzlord ex can put Lugia ex on the back foot if they're able to get successful flips.

Pom-Pom Oricorio matches up favorably against Lugia ex decks because Pokemon in these decks share a weakness to Lightning.
Additionally, Pom-Pom Oricorio's Safeguard Ability protects it from getting damaged by the ex Pokemon in Lugia ex decks.
