Collecting cards in Pokemon TCG Pocket requires you to open booster packs, which can be opened every 12 hours or by spending hourglasses.
Opening a booster pack does not guarantee you will get the featured card, so you will need to open many booster packs to pull the card that you want.
Although you can wait 12 hours to gain a booster pack, you are only allowed to have 2 booster packs at a time unless you have the premium pass. If you are not willing to wait that long to pull, you will need to spend currency to reduce the waiting time.
Best and Rarest Pull Rates for Each Pack
You can spend Pack Hourglasses to reduce the timer for booster packs. 1 Pack Hourglass reduces 1 hour of wait time, so you need 12 Pack Hourglasses minimum to get a booster pack. Pack Hourglasses can be obtained through Missions, Shop Items, Leveling Up, or Events.

Using PokeGold reduces the time faster than Pack Hourglasses but will require in-game purchases to obtain. PokeGold reduces 2 hours of wait time so you will only need 6 PokeGold to roll 1 booster pack.
PokeGold is obtained through purchasing from the shop but can also be given as a reward for levelling up.
