Premium Tickets can only be obtained as rewards from certain premium missions. There is a limited number of premium missions available, but completing them all should be enough to let you buy all Premium Shop items.
Premium missions will either reset or have new missions added after a period of time, most likely matching the refresh period of the Premium Shop.
All Premium Missions and Rewards

A Premium Pass subscription is required in order to have access to premium missions. The Premium Pass costs $9.99 USD and is valid for one month.
A two-week trial is available to those who haven’t gotten a Premium Pass yet or activated the trial. Take note that you can claim your rewards for all premium missions you’ve fulfilled even during the trial period.

The Premium Ticket is the only form of currency accepted at the Premium Shop, which can be found in the Limited Time / Events section of the Shop. The items in this shop will change after a period of time, so make sure to get the items you want before they’re gone!
Completing all premium missions should be able to give you enough Premium Tickets to get you all of the available items at the Premium Shop.
