Umbreon's attack can prevent Basic Pokemon from attacking. You may use it to counter powerful Basic ex Pokemon.

Umbreon can only deal a small amount of damage per turn, so it may be ideal to rely on cards that do additional damage.
You may inflict the Poison Status Effect with other Darkness-type Pokemon or Poison Barb. Alternatively, you can opt to utilize Darkrai ex's Ability.

It is ideal to have a counter against powerful evolved Pokemon. You may add a Pokemon that has the capability to do high amounts of damage to your deck to use as a finisher.

Umbreon can only prevent Basic Pokemon from attacking. It can be countered easily by decks that use evolved Pokemon.

You may have your Pokemon Retreat to the Bench before returning them to the Active Spot. This negates the effect of Dark Binding, allowing your Basic Pokemon to attack.
You may use Pokemon such as Celesteela or Shaymin to lighten retreat costs. Alternatively, you may use Trainer Cards such as X Speed or Leaf.
