Kangaskhan is the best starter for this deck as it can immediately put offensive pressure with its 1-Energy Dizzy Punch which can high roll for 60 damage.
It can also take a good amount of damage thanks to its 100 HP. Keep Kangaskhan active for as long as you need until Squirtle is set up into Blastoise ex. Use Misty and attempt to accelerate Energy onto your Benched Squirtle. Be sure to keep it safe from Sabrina by Benching more Pokemon.
Use X Speed to get Squirtle out of the Active Spot if you start with it.

The deck's main objective is to set up Blastoise ex as quick as possible using Misty, preferrably on turn 3. When Blastoise ex is ready, always have it active and attacking, keeping it healthy with Potions and strategic switching.

The Blastoise ex deck relies heavily on Squirtle evolving into Blastoise ex on time and attaching Energy every turn for a turn 3 Blastoise Hydro Bazooka.
The presence of Misty in the deck also contributes a great deal to the deck's strength, but is still reliant on lucky flips.
