The starter you choose should depend on which you'll be able to evolve soonest. In this case, consider putting Psyduck in the Active, and Squirtle in the Bench. Use Psyduck's Headache to disrupt and stop the opponent from using Supporters.
Use Professor's Research to dig for resources and evolutions.

Put Squirtle in the active slot and hope for lucky Misty flips. Use Poke Ball to get another Pokemon on your Bench to avoid getting donked and to have a secondary attacker set up for later.

The deck's main objective is to set up Blastoise ex as quick as possible using Misty, preferrably on turn 3. When Blastoise ex is ready, always have it active and attacking, keeping it healthy with Potions and strategic switching.
Golduck is a great secondary attacker, able to consistently deal 70 damage with Aqua Edge. This Pokemon can reliably 2HKO most exs, while being difficult to OHKO itself thanks to its respectable 90 HP.

The Blastoise ex deck relies heavily on Squirtle evolving into Blastoise ex on time and attaching Energy every turn for a turn 3 Blastoise Hydro Bazooka.
Golduck is present as an effective secondary attacker, but the main source of damage is Blastoise ex. The deck will also be a little slower compared to others because it is a Stage 2 deck.
The presence of Misty in the deck also contributes a great deal to the deck's strength, but is still reliant on lucky flips.

This list is easier to build, with a similar Pokemon and Trainer lineup, with the difference being a non-ex Blastoise in place of Blastoise ex.
