While Skarmory ex can tank hits with the use of its attack, Jasmine, and Steel Apron, it doesn't deal a lot of damage, so you can outpace it with the likes of Ninetales and Rapidash and other Fire type cards.

Steel Apron will become a problem if it stacks with Skarmory ex's special move, which allows it to take -20 damage from attacks.
You may want to consider including Guzma in your deck, who can remove the Pokemon Tools from all Pokemon Cards on the opponent's side. This means that you can discard the Pokemon Tools on both the opponent's Active and Bench Spots with only 1 Guzma if you time it right.

Skarmory ex needs two Metal Energy to attack, so if the opponent moves first and starts with only Skarmory ex on their field, they need three turns to fully set up Skarmory ex.
While X Speed is present in this deck, it will only lessen the Retreat Cost by one energy. The opponent will still need to sacrifice an energy from Skarmory ex to retreat or use up both X Speeds to maneuver out of the Active Spot.
Even then, retreating will restart Skarmory ex's special move effect, so X Speed is not a big threat in this case.

Lunala ex is a Stage 2 card that benefits from Rare Candy, which greatly speeds up its evolution, allowing it to start attacking for only two Energy as early as the second turn.
It also synergizes with Giratina ex and Mewtwo ex as a card for Energy acceleration. Lunala ex's Ability allows it to help Mewtwo ex quickly get its Energy requirements with help from Giratina ex's Ability.
Additionally, Lunala ex's Ability also ensures that you will always have a fresh attacker as long as you can switch them out when necessary.

Rapidash functions as the early game attacker of the deck, putting Pokemon in KO range for Ninetales. With the assistance of Blaine, Ninetales can deal up to 120 damage upon being switched in. Combined with the type advantage bonus, Ninetales would easily be able to OHKO Skarmory ex.
