Poliwrath ex is the deck's primary attacker, being able to do 100 to 140 damage for only 3 Energy. This is very easy to achieve if you have Mantyke in the early game to accelerate 1 Water Energy onto your Poliwag.
Lucario and Red give Poliwrath ex damage boosts, which can be helpful if you did not draw Mantyke on the first turn.
You may use Sylveon ex to help you search for the support and evolution cards that you may need.

Mantyke can generate Water Energy even on the first turn. This can allow Poliwrath ex to deal 140 damage once it has set up.
If you did not draw Mantyke on your first turn, you may use Rampardos as your main mid to late game attacker instead. It can deal 130 damage with only one Energy, making it an efficient finisher.

Misty and Mantyke can generate Water Energy in order to boost Poliwrath ex's damage. It is best to use them before Poliwag evolves, as they can only be used on Water-type and Basic Pokemon respectively.

Stage 2 Pokemon can take time to set up. Rare Candy allows Poliwrath ex to evolve faster, benefiting from its bulk and power in earlier turns.

Attacking Poliwrath ex for weakness is a good option with a Psychic-type like Giratina ex, as it almost achieves OHKOs. But this also gives the Poliwrath ex deck a chance to retaliate with return KO.

You may shuffle your opponent's hand to prevent them from evolving or generating Energy for Poliwrath ex.
You may use Red Card or Mars to disrupt the opponent. These cards can also reduce the number of cards in their hand, which can throw off their strategy.

The Poliwhirl ex & Rampardos deck has 22 cards listed. Please update it.

I think you may wanna check out the synergy of Suicune ex and Poliwrath ex. The water/fighting energy typing is ideal for Poli and the fighting type Poli can cover for Suicune's electric weakness.
