Since Raichu discards all of its Energy after attacking, it is best used as a finisher. It might be good to use strong and Energy-efficient Lightning-type attackers in the early to mid-game.
Best Lightning Type Deck and Cards Tier List

Raichu may sometimes need to attack more than once to win a game. Lt. Surge can transfer energy from your Benched Pokemon to Raichu, allowing it to attack with Thunderbolt again.

You may counter Raichu by using Pokemon that can survive one Thunderbolt. Fighting-type Pokemon such as Gallade ex and Garchomp ex are not only bulky, but also have the ability to OHKO Raichu. Golem is also a viable single-point option.

Since Raichu takes time to set up, you can take advantage of this by knocking it out before it is prepared. Sabrina and Cyrus can draw them out to the Active Spot. You can also use cards that can damage Benched Pokemon such as Genetic Apex Hitmonlee.

You can disrupt the opponent by changing the cards in their hand with Trainer Cards. This can be used to limit their evolution and healing, as well as prevent them from using Lt. Surge.
