Farfetch'd or Mankey are both good starts. Primeape for the next turn is also good in your starting hand. Use cards like Poke Ball and Professor's Research to dig for resources to use the following turns.

Farfetch'd is a solid start that can immediately put on offensive pressure. Its cheap Attack Cost can allow you to attach subsequent Energy to Lickitung while Farfetch'd only uses 1 Energy for its attack

Once Primeape is setup, it can utilize Fight Back to deal 100 damage to your opponent's active Pokemon. Since Primeape has quite a low HP and needs to take damage to trigger Fight Back's bonus damage effect, having Potion in hand allows Primeape to survive longer in the Active Spot. Do note that Primeape's damage buff is negated if it's healed back to full health
Once set up with 3 Energy, Lickitung can attempt to high roll for knock outs. Use this luck-intensive strategy for a challenge!

・Due to its low HP and despite its type advantage, Primeape struggles against aggro decks like Pikachu ex. ・Lickitung needs multiple heads flips to KO Pikachu ex. |
Although the deck has strong damage potential, Primeape needs to take damage to maximize Fight Back's damage while Lickitung's Continuous Lick damage depends highly on coin flips. This makes the deck highly inconsistent for the most part.

The list can be built on a F2P budget as it doesn't require any difficult to find cards. Promo Mankey may require some effort from the Lapras Event but these are not too difficult to find.
