Each rarity has differing drop rates whenever you open a rare pack. Unlike regular packs, these drop rates apply to all five cards of a pull, rather than a specific position.
How Booster Packs Work in Pokemon TCG Pocket

Individually, all cards which have a rarity of 1☆ or higher have a 5% chance to appear as one of the five cards in your god pack pull.
With this, it is possible to get a wide variety of rare cards when opening a god pack or even get duplicates within one pull.

When opening booster packs, you have a 0.05% chance of getting a Rare Pack, which is coloquially known as a god pack. These packs are guaranteed to contain cards which have the rarity of 1☆ or higher, and will not have any diamond rarity cards.
All rare cards are special versions of standard cards which feature illustrations that cover the entire card. Check out the list of all rare cards below!

It is speculated that you can spot which booster pack has a rare card based on the crease on the upper right corner of the pack, but it is also likely that the cards you pull are fixed since you could skip the pack opening sequence.
While our findings are still inconclusive, our attempts indicate a pattern toward higher rarity cards being found in the bent packs. However, further testing is still needed to make any solid conclusions.

That’s pretty much what I noticed, too. I had been opening packs with bent corners when I saw them, but I kept getting nothing but flops (most didn’t even have foils). I then opened a random pack from a carousel that had no bent corners, and it was a god pack.

I agree with this 100%. In fact, I read that 1 player who was versed in coding found that in-game code plainly shows that even before you enter the carousel, the 5 cards you'll draw were pre-selected. No matter which booster pack you choose in the end. Even setting that aside for now, The Pokémon Co. / DeNA Co. would gain zero by adding features that routinely improve rare pull rate %s by the end users of their game. Sorry but the pull %s & your own luck is all you can bet on here guys.
