This Meowth card is a promo card with a Chansey icon and is obtainable from Chansey or Bonus Wonder Picks during the Wonder Pick Event Part 1.
Unlike Lapras ex, this Meowth card plays the same as the Meowth cards in the Genetic Apex set, but has a different illustration.

Lapras ex synergizes well with Misty due to the energy cost of its only move. However, Articuno ex may play better than this card, as it has two moves available, with one only requiring two Energy.

The cards listed above are currently not obtainable in the game. However, these can be viewed in the game by toggling options in the the cards menu.
The main way to get new cards in the game is to participate in in-game events. Pokemon TCG Pocket has announced that various events will be added in the game, and it is highly likely that these events will introduce new promo cards that aren't part of larger sets like Genetic Apex.
Another way to get new promo cards is to get them from Chansey Wonder Picks, which are a special set of Wonder Picks that consists of cards with a Chansey icon.
