Ho-oh ex can easily power up a benched Dragonite ex with Phoenix Turbo.
This can be achieved quickly with Zeraora's Thunderclap Flash Ability and Elemental Switch, as well as Dawn.
Do note that Ho-oh ex can only accelerate Energy to Basic Pokemon, so consider evolving Dratini into Dragonite ex after receiving Energy from Phoenix Turbo.
Lyra lets you switch out a damaged Pokemon. This is relevant because a switch won't use up your one Retreat for the turn.

This is a straightforward Dragonite ex build that makes use of Pom-Pom Oricorio and Pichu for Energy acceleration.
Pom-Pom Oricorio can work as a win condition against decks with no options against it, such as unprepared Solgaleo ex and Shiinotic decks. Pichu can accelerate Energy onto your benched Pokemon on the first turn.
This deck makes use of Lyra as well as Pichu's free Retreat cost to let you use Dragonite ex's Giga Impact consecutively.

Tapu Koko ex can set itself up with Plasma Hurricane. Once it is ready on the second turn, use Mach Bolt every chance you get.
Dragonite ex, once set up, can consistently OHKO whichever Pokemon is in front of it. Make use of X Speed or Leaf to retreat it into a Tapu Koko ex so that you can continue your offense.

Sylveon ex can help you quickly set up a Dragonite ex with its Happy Ribbon Ability, which draws you two cards when you evolve it from Eevee.
This lets you burn through your deck quickly, letting you have your X Speed and Fossil in hand for consecutive Dragonite ex Giga Impacts.

Dragonite ex's Giga Impact does an enormous 180 damage, guaranteeing KOs on nearly every available Pokemon in the game. Your gameplan should revolve around using Giga Impact, and then using it again to KO and score you a victory.

You can reset Dragonite ex's attack restriction by returning it to your Bench through whatever means.
You can retreat it for free with Leaf, then promote a Fossil into the Active Spot. You can then discard the fossil, and promote Dragonite ex for another Giga Impact.

Partners that can ramp Energy onto itself like Zeraora are ideal for Dragonite ex. These Pokemon can then get their Energy transfered with Elemental Switch.
The new Pichu can also help with your setup.

Shiinotic can help you get the necessary evolution cards to set up a Dragonite ex for a sweep.
Snorlax ex can tank damage while Dragonite ex sets up Ilima can return it to your hand once it has taken enough damage.

Dragonite ex deck lists are typically tight with few countermeasures to a Pom-Pom Oricorio. One or two Pom-Pom Oricorios can effectively shut down Dragonite ex.

Because Dragonite ex needs multiple to set up, a well timed Sabrina or Cyrus can put a halt to their plans. You can even take a KO on one of their Fossils for an additional point, making it so you only need to KO one other ex Pokemon.

The deck with Oricorio and Pichu only has 19/20 cards ?????

I discovered this too while building it. I *assume* that we're meant to have two Dragonair? But I might slot in a Sabrina or Pokemon Communicaton.
