Misty and Manaphy can accelerate Energy for Blastoise. This allows Blastoise to attack with Hydro Pump earlier, which can deal up to 140 damage if Blastoise has 5 Energy.

Blastoise is safer to set up on the Bench since it's a Stage 2 Pokemon with a steep Attack Cost. Kangaskhan can be a good early game attacker to put in the Active Spot, as it can attack for just one Energy.

Lightning-type decks that do not require much setup can be effective in dealing with Blastoise decks. In addition to the type advantage, they can also attack much quicker due to a lower Attack Cost, which may allow them to secure KOs.
Best Lightning Type Deck and Cards Tier List

Blastoise can take a while to set up because of its steep Attack Cost, so you may prevent it from attacking by removing its Energy. Beedrill ex can remove one Energy per turn while attacking. You can also opt to use Team Rocket Grunt, as lucky flips can allow you to remove all of Blastoise's Energy at once.

You can take advantage of Blastoise's lengthy setup by knocking out its pre-evolutions. Sabrina and Cyrus can draw them out, but you can also use cards that can damage Benched Pokemon such as Genetic Apex Hitmonlee.
