The starter you choose should depend on which you'll be able to evolve soonest. In this case, consider putting Kangaskhan in the Active to soak up damage and get lucky Dizzy Punch flips.

Put Squirtle in the active slot and hope for lucky Misty flips. Use Poke Ball to get another Pokemon on your Bench to avoid getting donked and to have a secondary attacker set up for later.

Kangaskhan is the best starter for this deck as it can immediately put offensive pressure with its 1-Energy Dizzy Punch which can high roll for 60 damage. It can also take a good amount of damage thanks to its 100 HP.
Keep Kangaskhan active for as long as you need until Squirtle is set up into Blastoise. Use Misty and attempt to accelerate Energy onto your Benched Squirtle. Be sure to keep it safe from Sabrina by Benching more Pokemon.
Use X Speed to get Squirtle out of the Active Spot if you start with it.

The deck's main objective is to set up Blastoise as quick as possible using Misty, preferrably on turn 3. When Blastoise is ready, always have it active and attacking, keeping it healthy with Potions and strategic switching.

This deck functions like a sub-optimal version of the Blastoise ex deck.
Blastoise can deal a massive 140 damage with Hydro Pump, however one of Blastoise ex's strengths is that it does not get OHKOd by Mewtwo's Psydrive due to its higher HP. Consider building Blastoise ex once you have access to it, and cut non-ex Blastoise completely.
