Most Baby Pokemon cannot be evolved in Pokemon Trading Card Game Pocket (PTCGP). Read on to learn more about Baby Pokemon and how to use them.
List of Contents

Baby Pokemon cards are cards that feature Basic Pokemon in their smaller pre-evolution stage, but cannot be evolved.
Since Baby Pokemon are listed as Basic cards, they need Stage 1 cards to evolve. However, most of the next evolution forms are also listed as Basic cards, which makes evolution impossible.
This has also been the case for the traditional Pokemon card game, which has stopped allowing baby Pokemon cards to evolve since the HeartGold & SoulSilver era.

Togepi and Riolu are the only Pokemon typically classified as Baby Pokemon who can evolve in TCG Pocket.
Both of these Pokemon and their Evolution Lines have been part of prior sets unlike most of the Baby Pokemon who were only introduced in Wisdom of Sea and Sky.
Unlike the other baby Pokemon, Togepi and Riolu's attacks cost energy.
This further differentiates them from most of the other Baby Pokemon introduced in this set who can all attack without energy attached.
Cards That Don't Need Energy to Attack
It is best to deploy Baby Pokemon if you have the advantage of playing the First Turn.
Since Baby Pokemon have no attack or retreat cost, you can use them on the first turn while you still do not have any energy in the Energy Zone.
Is it Better to Go First or Second?
It is still incredibly risky to use Baby Pokemon because of their low HP.
Ideally, you would want to immediately retreat them to your Bench in the following turn, but with the existence of cards that can attack Bench or force Pokemon into the Active Spot, you should carefully consider the effects of Baby Pokemon and how you should build your deck around them.
