It's best to start with either Pichu or Zeraora as your Active Pokemon, then have Chinchou evolve into Lanturn ex in the back. Pichu can easily accelerate Energy to your Benched Pokemon with its Crackly Toss Attack, which does not use any Energy.
Zeraora, on the other hand, can increase its own Energy with its Ability. You can then use the Elemental Switch to transfer one Energy to Lanturn ex once you switch it into the Active Spot.
Larnturn ex is your main attacker in this deck. It can inflict a status condition onto your opponent's Active Pokemon regardless of how the coin flip goes. Between Paralysis and Confusion, Paralysis seems like the better status to inflict. You can use Will to guarantee Paralysis on the Defending Pokemon.

Lanturn ex can inflict two different status effects, either Paralysis or Confusion, onto the opponent every turn. While both are very good at disrupting the opponent, Paralysis guarantees that your opponent cannot attack or retreat, making it the better status condition.
To guarantee that Lanturn ex paralyzes your opponent the next turn, you can use Will to make sure your next coin flip results in heads.

It's best to keep Lanturn ex on the Bench until it is ready to start attacking to preserve its HP. You can set it up using Pokemon such as Pichu or by using Elemental Switch with Zeraora.

Status conditions are less effective against cards like Arceus ex and Pokemon Center Lady, which Lanturn ex decks rely on.

Lanturn ex is the biggest threat in any Lanturn ex deck. If it's not yet done setting up on the Bench, it's a good idea to gust it in using either Sabrina or Cyrus, then attack it before it can give you any status conditions.
If Lanturn ex is already causing chaos in the Active Spot, you can also use Sabrina or Cyrus to swap it out. You can opt to focus on the other Pokemon supporting Lanturn ex. These Pokemon tend to be on the frailer side, so they should be easier to knock out.

Since you can't guarantee that your Active Pokemon will be able to do anything after a status effect has been inflicted on it, you can rely on Pokemon with offensive Abilities to deal damage instead. Try to have a bulky Pokemon in the Active Spot as you chip away at Lanturn ex.
Abilities like Greninja's Water Shuriken or Darkrai ex's Nightmare Aura allow you to deal damage from the safety of your Bench.
You can also poison Lanturn ex using a Pokemon like Weezing or have it attack into a Pokemon holding Poison Barb to chip away at it.
