The best starter booster pack to choose in Pokemon Trading Card Game Pocket (PTCG Pocket) depends on which ex card, starter Pokemon, and starter deck you want to have. Read on for the best starter booster pack in the game and all the differences between each starter pack!

If you're in any way interested in doing battles, the best booster pack to choose when first starting the game is the Genetic Apex Charizard pack. This pack, as well as the deck you'll be gifted in the battle tutorial, contain strong beginner cards that are easy to use for players of all experience levels.
The Charizard pack has Exeggutor ex as its rare card. While its maximum damage output is lower compared to Arcanine ex and Marowak ex of the other packs, its attacking move doesn't have any significant drawbacks. Exeggutor ex also has the highest HP among these three cards.

Each of the starter packs will have a Kanto starter Pokemon in them. If you're not interested in battling, are a fan of a particular starter Pokemon, or want to build a deck with a specific Kanto starter in mind, you should choose whichever pack contains the starter Pokemon you want.
The Charizard pack contains the Charmander card, while the Mewtwo pack contains Bulbasaur, and the Pikachu pack contains Squirtle. You'll also be able to obtain the special full art versions of these cards as you progress through the tutorial.
Your first booster pack will have a fixed set of cards, with one of them being a rare ex card and another being a Kanto starter Pokemon. All subsequent packs you open after this will then be randomized.
If you already have a deck that you want to build in mind, you can use this early game to reroll your packs. You can reset your game if the first dozen packs you open don't have any of the cards you want.
You can also reset if you change your mind about which starter pack you want to get. Just make sure you haven't spent any money on the game yet before you reset! You won't be able to get that back.

If you want to get cards from more than one of these packs, don't worry. The cards for the packs you don't choose can still be obtained by opening more card packs after the tutorial.
The cards to look out for when choosing your starter pack are the rare ex cards, since it's harder to find these from opening regular packs. The Pikachu pack will have the Arcanine ex card, Charizard will have the Exeggutor ex card, and Mewtwo will have the Marowak ex card.

During the Wonder Pick tutorial, you'll be able to obtain a rare full art card of a Kanto starter Pokemon—either Bulbasaur, Charmander, or Squirtle. The card you'll obtain will be determined by the starter pack you chose.
Choosing the Mewtwo pack gives you the Bulbasaur full art card, the Charizard pack gives you the Charmander full art card, and the Pikachu pack gives you the Squirtle full art card.
These cards are still obtainable by opening normal booster packs, but they are pretty rare.

Once you unlock Battles upon reaching level 3, you'll be gifted with your first deck, which you'll mainly be using for the tutorial and beginner solo battles.
The Pikachu pack gives you the Rapidash Deck, a deck centered around Fire-type Pokemon. The Charizard pack gives you the Grass-type Pinsir Deck.
The Mewtwo Pack gives you the Sandslash Deck, primarily containing Fighting-type Pokemon, but the weaknesses of these cards differ. Some Pokemon in this deck are weak to Grass, while others are weak to Psychic, giving you a bit more variety.

Each of the starter decks you're given will contain the pre-evolution of the ex card that you obtained in your starter booster pack.
Growlithe can be found in the Rapidash Deck, Exeggcute is in the Pinsir Deck, and Cubone is in the Sandslash Deck. This lets you easily build your own deck centered around your ex card.
