Flair is a cosmetic unlocked by spending Shinedust and duplicates of the card you want to customize in Pokemon Trading Card Game Pocket (PTCG Pocket). This guide will explain what flair is and how to equip flair to your cards, as well as a full list of Flair you can get for your cards, and their cost.

Cosmetic Flair is a special effect present on the cards themselves. These effects linger throughout a battle or when viewing the cards as long as they are equipped.
Cards that have a rarity of one star and up do not have equippable Cosmetic Flair. It is likely because this cards have special illustrations that take up the whole card.

Battle Flair is a special effect that shows up whenever you use the card in battles. These effects do not appear outside of battles, even if you have them equipped.
To unlock Flair for your cards, you need to use Shinedust and duplicates of the card that you want to add customize. The number of duplicates and Shinedust vary depending on the rarity of the card.
On the long run, you will get duplicates of various cards as you open packs, and getting duplicates will net you some Shinedust.
How to Get Shinedust and Customize Cards
Each card in the game has four different types of Flair that you can unlock.
The Shinedust required to get these will increase as you unlock Flair, but the number of cards required will remain the same.
All cards have their own sets of Flair, but the order will vary from player to player. Additionally, for cards that have diamond rarities, you need to unlock the initial Flair before you can make the last ones, whereas you can unlock any Flair for cards with star rarities.
Before you can make any Flair, you first need to own at least two copies of one card, which is the maximum number of cards you can include in a deck if they are the same card.
If you already own two pieces of the same card, you cannot use your second copy, and you need to get a third duplicate.
The duplicate and Shinedust requirements to craft Flair for one card will depend on its rarity.

You need a ton of Shinedust and several duplicates if you want to unlock all four types of Flair for two copies of the same card that you can include in a deck.
Do note that the number of duplicates listed below does not include the two initial cards that you cannot use to make Flair, which will essentially be the cards that you can include in a deck.

You can equip any Cosmetic Flair that you have unlocked when choosing cards to display in Binders or Display Boards in the My Cards menu.
When selecting a card, a Flair icon will appear for any card that has an unlocked Flair. Tap the icon to equip the Flair, and it will appear when viewing the Binder or Display Board.
To use both Cosmetic and Battle Flair in battles, you need to equip Flair when setting up your decks in the Deck menu.
When selecting the 20 cards that you need to include in your deck, a Flair icon will appear for any card that has an unlocked Flair. You can then choose which ones you want to equip, and you and your opponent will be able to see the effects whenever you use that card in battle.
Once you make an initial Flair from duplicate cards and Shinedust, you can only equip it on one card. If you want to equip the same Flair on another card of the same type, you need to make a new one.
For example, to use two Sparkles: Gold Cosmetic Flair on two Bulbasaur A1 001 cards for a deck, you need to make two Sparkles: Gold Flair and equip them on both Bulbasaur cards.
Flair is a type of cosmetic that you can add to your cards to give it your own personal touch. When applied on a card, these will imbue your card with special effects that you can view when sending them out to battle or just viewed from your collection.
Both types of Flair do not provide any advantages in battles, aside from looking cool! Flair is just a way to get some use out of duplicate cards so you can add extra personality on your own cards, but are not required.
