Who is Naberius?
Other Half Of Rhinedottir
Not much is known about Naberius other than that she is the Heavenly Principles' "Ruler of Life" that relinquished control of herself to become one with Rhinedottir and exist only as an extension of her.
From this, it can be speculated that Rhinedottir and Naberius are the same person after the consciousness combination.
Likely Involved In Rhinedottir's Work
With this combination in mind, it can also be speculated that most of Rhinedottir's work was assisted by Naberius.
Mentioned By Albedo
During the Paralogism chapter, Albedo hints that the Ruler of Life was not truly gone, but merged with Rhinedottir due to the latter's actions.
This was later on confirmed in the Teyvat Interlude Chapter: The Gods' Limit when Naberius is seen inside Rhinedottir's consciousness, though it seemed that both parties mutually agreed to this outcome.

Ruler of Life
Before merging with Rhinedottir, she was the Ruler of Life and likely had agency and government of all life that has existed.
She still likely retains this power, but has lost the ability to personally oversee all life due to being confined to Rhinedottir.
Serves As An Advisor
Naberius seems to aid Rhinedottir with decision-making and keeps her from making any choices that Naberius believes is illogical.
With that, it can be gathered that Naberius serves as an advisor of sorts to Rhinedottir.
