Hello 4 anonymous...why would you need Nevi in vape team? His normal attack practically doesn't even count (yes even if it's with weapons 4 stacks of bonus...), so with what you are left? Crit DMG and HP both UNCONDITIONALLY...not bad..and with that? as it doesn't have any condition..he can be used in absolute ang team with this weapon and you don't lose any dmg
Neu can used it too if you put him in vaporize team but i put him in electro charged team because i feel like it :D
Anyone that does vape and needs hp. But vape is more important. So right now, Barbara, Klee, Kokomi, Mona, Neuvillette, and Yangfei can use it if you build them for it. With new characters that are either hydro or pyro that list could grow. To have the buff up, you will need good pyro and hydro app, however. Can still use it on any catalyst user that needs CD if all you have are meh 4*.

Is there any other character who can benefit from Surf's Up? A lot of other weapons seem to have a lot of recommendations for either the characters or the character archetype which could benefit from the weapon, such as Cashflow being noted as not-useless on Neuvilette and cautioning against its use for non-HP altering characters
