Red Meanies usually come in numbers, and must all be destroyed within a certain time. They will regenerate if you attempt to destroy one without destroying the other surrounding Meanies.

Meanies Ringleaders are the largest and strongest of the Meanies, and will regenerate if you attempt to destroy them before destroying the other surrounding Meanies.

Xenochromatic Jellyfishes possess the ability to deploy Bing-Bang Hat Bombs that stick to surfaces and explode at your command.
Find one and absorb its ability, then deploy these bombs near Red and Little Meanies and detonate them. Afterwards, proceed to destroy the Meanies Ringleader.

This map shows the Meanies available to the player that aren't locked behind quests.
Red Meanies are primarily seen lining underwater caverns and passages or seafloor, most notably surrounding the Fortress of Meropide nearby.

While they don't drop any materials, Red Meanies are usually used as puzzles that give out rewards like Treasure Chests or used to barricade new areas off for the player to explore.
