The Seven Dragon Sovereigns formerly ruled Teyvat and were the most powerful incarnations of their respective elements. They were known as Dragon-Lords with followers known as the Dragonheirs.
The Dragonheirs are characterized by their dragon-like appearance, yet appear to be both bipedal and quadropedal, and switch between the two should they wish to.
When the Primordial One named Phanes (also known as the First Usurper) descended unto Teyvat, they challenged, defeated, and ultimately vanquished all Seven Sovereigns. Phanes was androgynous in nature.
Phanes created an era solely for the sake of Teyvat and its people. During their time, whetever the people of Teyvat needed, the heavens and the earth would provide, and they wanted for nothing. This was known as the Year of the Ark's Opening.
After the defeat of the Sovereigns, Phanes took fractions of their powers (and in turn, some of their dragonhood) and gave it to the Seven Archons of Teyvat in the form of Gnoses.
Even after their passing, the Sovereigns still had remaining Dragonheir followers. During the Funerary Year where a war broke out and much was destroyed, they sought refuge in the darkness, with a large number of them finding it in the depths of the ocean.
This was done as a means of survival from both the war and the Dragonheirs' oppressors. Whenever their hunters did follow them into their hiding places, they would get lost in the darkness and get snuffed out one by one.
In time, the Dragonheirs became accustomed to living in the darkness. But to provide some semblance of light to the people, a sage who claims that he has seen the "Light Realm" created a light source that burned with light and warmth resembling sunlight.
When the sage passed away, the Dragonheirs would fight over this source of light. As such, the sage Abrax created a large mechanism that could simulate both daytime and nighttime. He called the mechanism Helios.
A prophecy amongst the Dragonheirs arose. It predicted the rebirth of the Dragon of Water, but that he would be reborn in human form, provided that the Dragonheirs of Hydro remained in their pure Hydro forms.
A couple of centuries ago, a group of researchers led by Watatsumi Omikami descended into the land of Dragonheirs and made marvelous discoveries. They dubbed the land Enkanomiya, and came to know Helios as Dainichi Mikoshi.
The researchers also found the remnants of the Dragonheirs. They gave them a new name—Vishaps—and ran studies and experiments on them. This led to the Vishaps evolving into other forms capable of manipulating other elements like Cryo and Electro.
As such, their fears were allayed for they were aware of the Prophecy, and were afraid that the Dragon of Water would be reborn at any time. Since the Vishaps were not in their pure Hydro forms any longer, the Dragon of Water cannot be born in their midst.
While accompanying Nahida to return Elemental Beings back to their "homeland" during her second Story Quest, you will soon learn that their homeland is actually inside the Dendro Dragon Sovereign, Apep.
Filled with hatred for being abandoned and left alone with a severe illness, Apep attempts to shun out Nahida and the Elemental Beings. After purifying her body, Apep's pain (and subsequently, her hatred) subsided, and she willingly took the Elemental Beings back.

Although not being fulfilled among the Dragonheirs of old, the Prophecy of the Dragon of Water comes into fruition, and has indeed been born as a human integrated into society.
As of Version 4.1, it has been confirmed verbatim that Neuvillette is the Dragon Sovereign of Hydro. However, due to his dragonhood not being whole, he has little to no recollection about Teyvat's ancient history, nor what his rebirth's purpose is.

As part of the circumvention of the Prophecy, Focalors returned the authority over Hydro to Neuvillette, fully restoring his dragonhood. This enabled him to save every Fontanian from the effects of the Primordial Sea, and to defeat the All-Devouring Narwhal.
