    yup, the quest doesn't appear in your quest notebook thingy when you need to do the north and south towers. just check both and if you can get in to the top of one and can't get a print out thing (because you already interacted with it), you've done it already and can check the other spots.

    I couldn't find him in the towers or on the bridge so I went to New Fontaine Research Institute and he was there

    Try going to the west tower, you might have talked to him back when Fontaine released 2 months ago and forgot about it, like I did. He had also vanished for me, but he was in the west tower.
